I just bought a new 350 long block from KEM equipment and built it up using all the parts off of my old 350 fuelie, it feels to me that the engine is getting to much fuel below 3800 RPM but runs smooth above that. Does anyone have any suggestions on what or where i have to take this boat to in the Grande Prairie area that has the equipment to diagnose this problem.

I've been thinking about this one since I read your post, it keeps popping in my head. If you have solved it please post what it was. The only thing I keep coming up with is to ask if the cam in the new motor is the same cam that was with the FI. That or some random thing like a MAF that has taken a dump in the process of the swap.

Start with the basics.
Check the fuel pressure. The fuel pressure regulator is biased to the intake manifold pressure (there should be a vacuum tube to the regulator). Check to see that the fuel rail pressure is tracking the manifold pressure - ~240 kpa at idle, ~320 kpa wot for port fuel injection.
If it is loading up at low rpm, it may be that the regulator is not tracking the manifold pressure.
Like cavefish said, check the map sensor. Put a volt meter on the signal wire. It should be something low at idle like 1V (low manifold pressure ~20 kpa), and high at wot, like 4.5 V (engine not running, and ignition on ~100 kpa).
After you check those out, you can move on to things like the throttle position sensor, and so on. If you know any one with a TEC2 or snap on ecm reader, you can see the sensors real time, and it makes the trouble shooting real easy.
My first guess is the regulator...
