What kind of fuel usage can expect with this combo in a small 18 - 20' boat. Also any feedback on the scott pumps

You would be close to same as Hamilton fuel consumption. I have a 19' with 7' 6" bottom, full teflon, LSA with 852 scott and when I was running a 19 front and 21 back 3400 to 3600 rpm the best it would get was 10.9 gallons an hour that is cruising about 30mph. Costs about $55.00 per hour to run these but it is worth every penny on the river. You could also PM Miklegend he has alot of hours running this combination in boats he could also give you a good insight on this.

Is there a clean out cap on these ?
Can you get them with a stomp grate?

No clean out on a Scott. Stomp grate is standard to export models I believe.

Have run one behind a 427ci ls6, seen 9 gph @ low 40 mph range, not bad mpg. Lack of cleanout has not been a problem in this boat, it has ran in water with enough floatng trash to send 212s back to the ramp. replacing the stomp with a standard grate picked up speed, has no problems getting on step with a grate more than 1/2 full of rocks. dont be afraid of some rpm with the combo you are talking about, the ls motors start to wake up arount 5300
