The plugs are not restricted as they would form part of the ignition system and it has no restrictions.

Fair call, I thought it was just the ignition controller that was open as the rest is include ...

You could also look at changing the rules to allow for the colder plugs as that's what a lot of people do, regardless of the class.

Sounds like you are loading the intake with too much water. Have you tried blocking up the grill with say an inch by inch piece of flat steel welded in to see if that makes a difference?
